Tom has two decades of experience providing lobbying, public relations, and strategic planning services to his clients. He serves as President of TSG Consulting, LLC

He was appointed by Governor Bob Wise as Director of the West Virginia Public Employees Insurance Agency (PEIA) on January 16, 2001, Director of West Virginia Insurance and Retirement Services (IRS) on June 1, 2002 and Acting Cabinet Secretary of the West Virginia Department of Administration in April 2003. He resigned from state government in June 2004, returning to TSG Consulting, LLC.

As a member of the West Virginia House of Delegates from 1987 to 1992, Tom served as Chairman of the Insurance Committee. During that time, the state completely rewrote its small group health insurance laws.

Tom is the former President of Mountaineer Outdoor Sign Company and the former managing editor for The Gulf Times. His experience in advertising and public relations is extensive. He also operates WMOV and WJEH radio stations.

He also has served as a member of the Board of Directors of the First National Bank of Beckley, and he served as Chair of the Board of Governors of West Virginia State University. He currently serves as a board member of the West Virginia Educational Broadcast Authority.
