Shana joined TSG Consulting following a nearly 30-year career in management, including experience as a private sector CEO, service in the federal executive branch, the staff of the United States Senate and academia. 

Most recently, as Executive Consultant at the West Virginia University Research Corporation, Shana worked with WVU’s in-house clinical research organization on clinical trial compliance issues and operational issues. While there, she also worked with the WVU Innovation Corporation to increase access to Department of Defense funding. 

From 2010 to 2016, she served as CEO of the Blanchette Rockefeller Neurosciences Institute (BRNI), a private non-profit research institute with commercial, academic and translational laboratories in multiple locations.  BRNI specialized in memory and memory disorders.  

From 2003 to 2005 and 2009 to 2010, Shana was Deputy Secretary of the Department of Health and Human Resources.  There, she provided leadership over a team of five commissioners, the general counsel, and the inspector general at this government agency dedicated to providing health and human services to 1.8 million West Virginians.  The agency had more than 5,800 employees and a budget of $3.4 billion.  During her tenure, she successfully increased the amount of federal funds claims for social services by 40 percent, championed efforts that yielded federal incentives for child support compliance and eliminated 80 percent of employee absenteeism resulting from workers’ compensation. 

In between her tenures as Deputy Secretary, Shana was Governor Joe Manchin’s Pharmaceutical Advocate from 2005 to 2009.  There, she demonstrated expertise in executive communications, program development and implementation, and fund sourcing at the office of the Governor, with a focus on creating strategies to streamline the purchase of pharmaceuticals by state agencies and providing uninsured West Virginians access to federal drug pricing schedules at 50 percent off retail pricing.  This included boosting the number of clinics in the state offering the 340b federal drug pricing program by 260 percent.  She contributed additional service and expertise as Chair of the Pharmaceutical Cost Management Council, completing all statutorily mandatory reports, resulting in an executive order issued by the Governor.  This work resulted in recognition as the 2009 Free Clinic Champion by the West Virginia Association of Free Clinics and the 2009 Award for Exceptional Contributions to Primary Care from the West Virginia Primary Care Association. 

Shana serves as Chair of the Friends of West Virginia Public Broadcasting.
